As the organisation continued to grow through multiple operating companies and service brands, it required a more strategic and standardised approach to managing temporary catering workforce demand across hundreds of customer sites nationwide.

Blue Arrow implemented a Managed Service Provider solution in September 2025, creating a single, governed model for temporary catering workforce management.

  1. Centralised Agency Staff Booking: A single booking process replaced multiple historic methods of requesting temporary workers. This delivered greater visibility of demand and reduced inconsistent booking practices.
  2. Supplier Consolidation: The agency supply chain was consolidated to seven approved suppliers, including Blue Arrow as the MSP provider. This maintained fulfilment resilience while significantly reducing supplier complexity.
  3. Direct Fill Capability: As the MSP provider,  Blue Arrow supports direct fulfilment of staffing requirements. Direct fill regularly accounts for around 90% of demand, with the remaining 10% fulfilled through approved agency partners.
  4. Standardised Compliance and Governance: Consistent compliance and governance standards were introduced across the temporary staffing supply chain, strengthening oversight and reducing operational risk.
  5. Purchase Order-Led Booking Controls: In January 2026, Blue Arrow introduced a standardised process combining agency bookings and purchase order management. Following implementation, monthly agency labour spend reduced by 37.7%, representing a £106,000 reduction in monthly expenditure. This created greater budgetary control, improved forecasting accuracy and increased confidence in workforce planning.
  6. Preferred Worker Selection: Hiring managers can select preferred workers, supporting continuity, retention and service quality where workers have already demonstrated strong performance and reliability. This is particularly valuable within busy school kitchens and customer-facing catering environments where familiarity with site operations contributes to service consistency.
  7. Booking Controls to Improve Demand Accuracy: The MSP technology supports a 10-day booking limit, helping ensure workforce demand remains current and reflective of genuine operational requirements. This improves workforce planning and reduces the risk of outdated or duplicated staffing requests.
  8. Reason-for-Demand Reporting: Every booking captures the reason for temporary staffing demand, providing richer management information for the client supporting them with workforce planning, trend analysis and operational decision-making.
