<h1><strong>Operations Manager (Engineering &amp; Technical)</strong></h1><p><strong>Temporary Contract - Manchester</strong></p><p>A leading estates and facilities operation is seeking an experienced <strong>Operations Manager (Engineering &amp; Technical)</strong> to oversee the delivery of electrical and lighting‑related projects, statutory compliance, and subcontractor performance across a large, complex site.</p><p>This role requires a strong electrical background, excellent stakeholder management skills, and the ability to lead both strategic planning and day‑to‑day operational delivery.</p><h2><strong>Key Responsibilities</strong></h2><h3><strong>Strategic Delivery</strong></h3><ul><li>Develop a full lighting lifecycle strategy, including design, manufacturer liaison, sequencing and long‑term planning.</li><li>Produce technical reports, condition assessments and lifecycle planning documents.</li><li>Build a multi‑year (approx. 5‑year) delivery plan for lighting replacement programmes.</li></ul><h3><strong>Operational Delivery</strong></h3><ul><li>Manage emergency lighting remedial works.</li><li>Coordinate with the supply chain to replace failed fittings and clear backlog tasks.</li><li>Oversee reactive and planned maintenance activities delivered by subcontractors.</li><li>Ensure full statutory and organisational compliance across engineering activities.</li></ul><h3><strong>Stakeholder Management</strong></h3><ul><li>Engage senior stakeholders across the estate and partner organisations.</li><li>Collaborate with internal engineering, operational and project teams.</li><li>Provide technical support, guidance and assurance across the site.</li></ul><h2><strong>Essential Qualifications &amp; Experience</strong></h2><ul><li>Strong electrical bias with experience working in complex, safety‑critical environments (healthcare experience advantageous).</li><li>Degree or equivalent qualification in Electrical Engineering or Building Services.</li><li>Proven background in electrical operations, technical management or engineering leadership.</li><li>Demonstrable experience managing subcontractors and supply chain partners.</li><li>Solid understanding of statutory electrical compliance requirements.</li><li>Experience working across large estates (PFI/public sector desirable).</li></ul><h2><strong>Soft Skills</strong></h2><ul><li>Confident communicator with strong influencing skills at senior level.</li><li>Able to work autonomously and manage competing priorities.</li><li>Highly organised with strong planning and coordination ability.</li><li>Professional, collaborative and able to build strong working relationships.</li></ul><p> </p><p>Blue Arrow is proud to be a Disability Confident Employer and is committed to helping find great work opportunities for great people.</p>
