About the Role
The successful candidate will be responsible for the provision of an effective, efficient and economic Financial Assessments and Direct payments function. You will also have responsibility for the management of two Cash Offices and a number of other accounting functions. You will support the drive for continuous improvement in service delivery in line with the strategic objectives of the Trust.

The successful candidate will manage the department systems and processes ensuring they are fit for purpose, robust and ensure compliance with DoH regulations and support Trust decision-making process. You will ensure appropriate banking and cash management arrangements are in place for Public Funds, Charitable Funds and Patients' /clients' monies.
You will support the Head of Financial Services in meeting financial management and performance targets, including meeting Ministerial priorities as defined by the DoH, statutory requirements, securing continuous improvement and providing high quality and effective services within a clear financial framework.

Responsibilities
Responsible for the production of timely, accurate and comprehensive financial assessments for residential and nursing home placements, ensuring that client's and their representatives are sensitively supported during the process.

* Maintain a comprehensive knowledge of the Financial Assessments systems and processes, C.R.A.G (Charging for Residential Accommodation) and other relevant regulations and legislation, including the implications of revised charging guidelines.

* To examine the implications of revised charging guidelines, ensuring their application in the department, and that staff are trained effectively to deal with the implication of these changes to a client's financial assessment.

* To resolve complex assessment cases, in accordance with governing legislation, and C.R.A.G, including the application of legal advice where appropriate.

* Act with sensitivity, tact and diplomacy when dealing with the next-of-kin of deceased residents/clients in negotiating recovery of debts owed to the Trust.

* Ensure the accuracy of payments to residential and nursing home providers including taking account of policy changes.

* Liaise with managers, senior staff in other Directorates, DoH, Home proprietors, patients/clients, HSC colleagues, Office of Care and Protection, Social Security Office Managers and the Trust's legal advisors to facilitate the work of the department


Candidate Requirements
Full membership of one of the five professional accounting institutes within the CCAB or CIMA AND a minimum of two years' experience in a senior finance* role

* Senior Finance Role is defined as experience gained at Agenda for Change Band 6 or equivalent which must include experience in providing complex financial information, analysing and interpreting a range of financial information, extensive use of financial systems for debtors, creditors, stock and the general ledger and working with both internal and external stakeholders.

Delivered against challenging financial and reporting agendas, meeting a range of key targets

Effective communication skills with a track record of working with a range of stakeholders, both internal and external to the organisation, to achieve successful outcomes

Successfully demonstrated people management, leadership and organisational skills for a minimum of 2 years
