NIFRS-Lisbur HQ- 36.25 hrs pw.<h2>Main Purpose</h2><h3>This is an integral post within the Northern Ireland Fire &amp; Rescue Service (NIFRS) Finance Team. The post holder will provide leadership to, and be responsible for the management of a number of functions including; strategic financial management, business partnering, economic advisory services and procurement. This is a key post, which is crucial to supporting the organisation's adherence to financial regulations and relevant statutory requirements within finite budgetary constraints. This will include departmental reporting and provision of strategic financial, economic and procurement advice.</h3><h3>The post holder will provide support to the Assistant Director of Finance and Senior Leadership Team within the organisation for the efficient and effective delivery of financial management and performance, procurement services and provision of expert advice and guidance to senior teams on the management of the organisation's financial resources of circa £110m. </h3>The post holder will assist the Assistant Director of Finance with the production of the corporate Financial Strategy, the Financial Plan, saving/contingency/recovery plans, the annual budget setting process, the production of monthly financial performance information, monthly reporting of financial performance to the NIFRS Board / ELT and the Department of Health, all within an agreed timetable.The post holder will assist the Assistant Director of Finance in the maintenance of the corporate financial systems including the budgetary control system to include data storage and reporting, reconciliations, controls, procedures and governance.The post holder will assist the Assistant Director of Finance in the management and delivery of a professional procurement advisory and delivery service.The post holder will be required to work closely with a number of stakeholders both internal and external, working collaboratively to facilitate continuous improvement and value for money.The post holder will deputise for the Assistant Director of Finance as and when required, including representation at regional, internal and external meetings.The post holder will be required to be both a strategic and operational thinker and be dedicated to promoting and delivering successful outcomes, this will include demonstrating proven leadership and management skills with regard to:<ul><li>Ensuring efficient, effective and economic use of all financial allocations.</li><li>Contributing to the development, implementation and management of the NIFRS financial strategy and financial planning in the short, medium and long term.</li><li>Contributing to the development of policy as it relates to financial issues, ensuring that policies and procedures are aligned to the legislative context, Financial Regulations and best practice.</li><li>Ensuring the use of the financial systems facilitate efficient and effective financial management of the NIFRS's resources.</li><li>Working and collaborating with key finance staff in the Department of Health to support the delivery of the planned financial position each year.
