Blue Arrow Exeter are working in partnership with a prestigious Public Sector client in the Exeter Area to recruit several roles to aid a large scale digital transformation within the organisation.

The role of ICT Software Analyst/Developer

  • Working on agile development projects that will make a real difference

  • Day to day you will be part of an agile development team creating new applications to be used by front line and back office staff

  • Using up-to-date technology utilising Java, React and Spring on a RESTful microservices architecture

 Job purpose:


  • Delivery of new and enhanced ICT services within the organisation

  • Responsible for analysis, development, testing and release of services developed in-house

  • Support of existing services as part of the service delivery function, including service management of external suppliers

 Past proven work experience:


  • Demonstrate experience of working effectively at a practitioner level within a software development function

  • Significant experience of the design and full lifecycle development of mission critical ICT services utilising agile methodologies

  • Demonstrate experience in the design and development of both Software and Data Architectures

  • Extensive, demonstrable experience in both facilitating and participating in design workshops, elicitation and capture of requirements

  • Ability to explain complex technical concepts to a non-technical audience

  • Substantial exposure to User Centric design approaches and experience of UX design for software services

  • Experience of business analysis techniques and methodologies

  • Demonstrable understanding and application of project management practices and principles

  • Experience in implementing ICT security standards and best practice, both at an architectural and operational level

  • Desirable, but not essential of experience in a devops environment and working in a commercial software development firm



  • Degree level or equivalent with relevant post qualification experience, to effectively carry out this role it is anticipated to be a min of 3yrs

  • Working knowledge of ICT best practice methodologies in service delivery 

Demonstrable knowledge of:

  • Front-tier development languages, e.g. Javascript, CSS, HTML etc

  • Java as a mid-tier development language

  • Integration technologies e.g. Apache Camel

  • Dependency injection frameworks e.g. Spring, Guise and CDI

  • Developing web services (SOAP or REST)

  • Source control techniques and technologies e.g. Subversion, Git, Mercurial

  • Build tools e.g. Gradle, Maven, Ivy

  • Development methodologies and tooling

  • Testing methodologies and tooling

  • Open source (OS) software market and experience of using OS alternatives to proprietary products e.g. Alfresco, PostGreSQL etc

  • IT Physical architecture and design considerations

  • Data architecture design from conceptual to physical models

 On offer

  • Salary banding- £33,136.00 -£37,107.00

  • Hours- 37hrs a week

  • Holiday entitlement of 32 days

  • Pension scheme

  • Flexitime, core hours are 0930-1200 and 1400-1600. A max of 15hrs can be built up and carried over at the end of every 4 week period, with ability to take time off when enough has been accrued
