Digital Sourcing Specialist

We are looking for a proactive, enthusiastic, and highly motivated Digital Sourcing Specialist (Digital Supply Chain Sourcing & Management) to join the Commercial & Partnership team within the Digital & Transformation Directorate. The successful candidate for this position will help ensure that our Digital Supply Chain can support and enable these projects.
Main Purpose of the Role
The Digital Sourcing Specialist will be primarily responsible for managing existing vendor relationships and extensions (which may include restructuring their deal and contract) with the Digital third party supply chain, ensuring best value is achieved and joint opportunities maximised. This role sits within the third party supplier management and sourcing team, so there may be future opportunities to participate in sourcing/procurement activities and projects.
Core capabilities
Strong contract management and negotiation skills. At least 2 years experience in a similar commercial role, ideally in IT/digital field Skilled at supplier relationship management and performance management Experience in reviewing IT contracts, developing service requirements, service levels and other key documentation. Risk management capability; able to identify key vendor, contractual and industry risks and establish and deliver appropriate mitigation measures General commercial acumen Excellent communicator, with ability to influence stakeholders at a range of levels in the business.
Other Desirable skills/qualities
General knowledge of the IT supplier market. Experience of sourcing new IT requirements and the procurement lifecycle Understanding of the Public Procurement Regulations and/or Utilities Contracts Regulations. MCIPS/WorldCC qualified or working towards accreditation.
Key Accountabilities/Tasks
Define negotiation strategies and support commercial negotiations with our strategic suppliers and third-party providers to ensure we get the best commercial deal.
Terms and Conditions review and negotiation for low value/risk contracts.
Work in conjunction with Legal on high value/risk/complex contracts to ensure Scottish Water interests are protected and risks minimised.
End to end contract management including operational meetings, contract and commercial reviews, optimisation opportunities, spend forecast and management, contract administration and change management and exit and transition planning.
Performing reviews and benchmark exercises as part of ongoing performance reviews and service improvement initiatives.
Identify, evaluate and implement cost reduction initiatives across our technology estate.
Optimising commercial and license models through your knowledge of the applicability/relevance of the licensing model to the requirement.
Assist the commercial and partnership team to advise and coach delivery partners and Digital Directorate teams on commercial and contractual matters, seeking to raise commercial awareness and bring commercial insight to the decision-making process for all allocated projects & programmes.
Develop and maintain excellent working relationships with outsource partners and internal stakeholders, including product owners, Procurement and Legal teams.
Salary scale: Circa. £40,000 - £45,000
