<p><strong>Asset Governance Officer</strong></p><div><p><strong>Rate of Pay:</strong> £18.22 per hour<br /> <strong>Location:</strong> Boucher Road <br /><strong>Hours:</strong> Full‑time</p><h2><strong>About the Role</strong></h2><p>The Northern Ireland Fire &amp; Rescue Service (NIFRS) is seeking a highly organised and detail‑driven <strong>Asset Governance Officer</strong> to join the Fleet &amp; Logistics Department within the Regional Service Support Centre Business Unit.</p><p>This is a key role responsible for providing a professional, efficient, and compliant asset management service across NIFRS. The post-holder will manage fleet, operational equipment, specialist PPE, and uniform assets throughout their full lifecycle, ensuring all assets meet regulatory, safety, and governance requirements.</p><p>The role requires strong analytical ability, excellent organisational skills, and confidence working with Management Information Systems (MIS). Full training will be provided for system-specific processes.</p><hr /><h2><strong>Key Responsibilities</strong></h2><h3><strong>Asset &amp; Service Management</strong></h3><ul><li>Create, issue, track, move, and archive all fleet, equipment, PPE, and uniform assets across NIFRS.</li><li>Manage PPE laundry, maintenance, compliance checks, and helpdesk enquiries.</li><li>Organise PPE fittings for new firefighter recruits, working with internal departments.</li><li>Ensure compliance relating to vehicle VED, MOT, and PSV testing for the NIFRS fleet.</li><li>Coordinate vehicle bookings, asset changeovers, and fleet availability.</li><li>Process fuel records for bulk and operational fuel, resolving queries via the helpdesk.</li><li>Monitor and maintain RFID asset tracking data.</li></ul><hr /><h3><strong>Management Information Systems</strong></h3><ul><li>Maintain the Stock &amp; Asset Management MIS, ensuring accurate asset creation, issuing, movement, and disposal.</li><li>Compile and audit asset reports from MIS and external providers.</li><li>Ensure availability of technical reports on vehicle, equipment, PPE, and fuel assets.</li><li>Manage asset disposal processes and maintain the fixed asset register.</li><li>Take ownership of MIS defects, escalating where required.</li><li>Maintain service schedules and compliance checks for all operational equipment.</li><li>Investigate inspection non‑compliance and liaise with MIS system support.</li></ul><hr /><h3><strong>Financial &amp; Contract Management</strong></h3><ul><li>Raise purchase orders and requisitions through Finance and MIS systems.</li><li>Coordinate outsourced servicing, contractor communication, and documentation.</li><li>Receive and quality-check goods, updating MIS and advising managers on discrepancies.</li><li>Build and maintain relationships with external service providers.</li></ul><hr /><h3><strong>People Management &amp; Development</strong></h3><ul><li>Train and mentor new Business Unit staff.</li><li>Provide MIS training and expert advice to internal stakeholders.</li></ul><hr /><h3><strong>Governance, Compliance &amp; Auditing</strong></h3><ul><li>Challenge and review asset data for accuracy and legitimacy.</li><li>Conduct investigations into missing, omitted, or non‑compliant assets.</li><li>Perform regional fuel audits and investigate discrepancies or omissions.</li><li>Produce regular reports on asset and fuel usage for senior management.</li><li>Monitor KPIs, trends, regulatory changes, and compliance requirements.</li><li>Act as RSSC key holder, supporting site security and access control.</li></ul><hr /><h3><strong>Systems &amp; Service Improvement</strong></h3><ul><li>Support policy development, process improvement, and MIS upgrades.</li><li>Implement new procedures to align with changing compliance and operational needs.</li><li>Use SharePoint for document management and record control.</li></ul><hr /><h3><strong>General Responsibilities</strong></h3><ul><li>Support fire alarm testing, audits, stocktaking, visitor management, and meeting support.</li><li>Assist with FOI responses, Assembly Questions, and telephone handling.</li><li>Undertake project work and deputise for the Business Unit Manager when required.</li><li>Uphold NIFRS values, policies, and legal responsibilities.</li></ul><hr /><h2><strong>Essential Criteria</strong></h2><p>Applicants must meet <strong>one</strong> of the following qualification pathways:</p><h3><strong>Option 1</strong></h3><ul><li><strong>Degree</strong> (relevant discipline)</li><li><strong>+ 2 years' experience</strong> in a demanding office environment including MIS &amp; Asset Management</li></ul><h3><strong>Option 2</strong></h3><ul><li><strong>HND</strong> (relevant discipline)</li><li><strong>+ 3 years' experience</strong> in a demanding office environment including MIS &amp; Asset Management</li></ul><h3><strong>Option 3</strong></h3><ul><li><strong>3 A‑Levels (Grade C or above)</strong> or equivalent</li><li><strong>+ 5 years' experience</strong> in a demanding office environment including MIS &amp; Asset Management</li></ul><h3><strong>Skills &amp; Competencies</strong></h3><ul><li>Strong planning and organisational ability with excellent attention to detail</li><li>Able to work independently and as part of a team</li><li>Ability to manage competing deadlines</li><li>Excellent communication, interpersonal, and influencing skills</li><li>Ability to build productive working relationships</li></ul><h3><strong>IT Skills</strong></h3><ul><li>Proficient with <strong>Microsoft Office</strong> (Word, PowerPoint, Excel, Outlook)</li></ul><h3><strong>Additional Requirements</strong></h3><ul><li>A valid driving licence and access to appropriate transport for business use</li></ul></div><p> </p>
